Possibility of me failing?

In Texas we are required to p our Reading and Math Taks test. I failed my math once so I took it again, failed that one as well and took it again in the summer. I only had 3 chances and I failed the 3rd chance. I needed about 8 more point to meet the standard. Now I am worried because today I got a letter from the school that said there was to be a meeting the 25th to decide if I should stay in the 8th grade or not. Today is the 27th and the letter was shipped the 26th. I got the letter two days AFTER the meeting was to take place. Could they fail me because of their mistake? Also I got an 86 in my math cl which I would say is good not perfect but normal. Like I said I only needed 8 more points for meet the standard. How high is the possibility of me being held back?
