How the hel*L did USA win the top seed when there tied with England?

When teams have the same number of points (both USA/England had 5 points) then you look at the goal difference (for USA +1, England +1), but when that is the same, then you look at atual number of goals scored (USA 4, England 2), so here USA have done better and therefore become the Group C winners.
